the general student body; and for non-sectarian meetings of a non-local character of public or educational significance— 1. A University room shall not be granted to individuals or organizations for any purpose which, although in accord with the general purposes of the University, is of such a character or occurs at such a time or in such circumstances that it is likely to interfere with the work, either specific or general, of the University or any department of the University. 2. Reservations from outside organizations will not be approved until all major University events have been scheduled. 3. In no case may an admission fee be charged except upon permission previously obtained and then only to raise funds to offset expenses of said meeting. C. Use of property of non-University organizations by the University must first be approved by the office designated as general custodian of buildings and then only when a fee is paid for such use. D. The recreational facilities of the University are reserved for the use of students, members of the staff, and members of the staffs of organizations affiliated with the University or housed in University buildings. Permission for the use of recreational facilities by other individuals may be granted by the officer in charge upon prior authorization by the President on such terms and conditions as the President may prescribe, and subject to the regulations of the Board of Trustees. Permission for the use of University premises or recreational facilities shall not be granted in any case where interference with the use thereof for University purposes may result. Unauthorized use of University premises or facilities will be considered as trespass.

On motion of Mr. Trees, these regulations were adopted.

FEES FOR RECREATIONAL FACILITIES

(23) A report that on recommendation of the Director of the School of Physical Education and in accordance with the authority given the President of the University in such matters by action of the Board on April 20, 1932 (Minutes, page 566), the following fees have been established for the use of University recreational facilities by persons who are not officially connected with the University as students or members of the staff and who have received official permission to use such facilities: Visitor's registration fee for use of gymnasium facilities and tennis courts, per semester $ 7 50 Visitor's registration fee for same for the summer term (from the end of the second semester to the beginning of the first) 5 00 Locker fee and towel service per semester or summer term.. 1 00 Classes in physical education for women open to wives of members of the faculty, per semester 2 50 Locker fee (including locker, soap, towel, and tank suit), per semester I 50

PROBLEMS ARISING FROM T H E REPEAL OF THE EIGHTEENTH AMENDMENT

(24) In response to request, I have issued the following statement: December 19, 1933 The University Committee on Student Discipline has expressed the wish that I make a public statement concerning the position of the University with respect to the use of intoxicating liquors by students while in attendance at the University. Neither the adoption nor the repeal of the Eighteenth Amendment made any change in the attitude of the University towards temperance and every type of misconduct growing out of the use of intoxicants.
