i933l UNIVERSITY OF ILLINOIS APPROPRIATION FOR LIBRARY 419 (5) A recommendation that an appropriation of $5,000 be made from the Reserve and Contingent Fund to the University Library—$2,800 for the General Library and $2,200 for the College of Medicine Library—to meet an emergency situation. Many of the important periodicals which the University subscribes for regularly, and which the faculty find necessary to keep up in their scientific and scholarly work, are foreign publications. T h e fall in value of the United States dollar in terms of foreign exchange has increased the cost to the Library of many of these publications. Some of them have been dropped in an effort to keep within the budget, but unless additional funds are available it will be necessary to resort to further cancellations of subscriptions to foreign periodicals, particularly in the field of medicine, which the Library cannot afford to lose from the standpoint of its usefulness to scientific research and productive scholarship. This is an item which cannot be deferred in the interests of economy because it is always much more expensive, and sometimes very difficult, to secure back numbers of journals to complete sets than it is to keep up subscriptions. On motion of Mr. Blair, this appropriation was made, by the following vote: Aye, Mr. Armstrong, Mr. Barr, Mr. Blair, Mrs. Freeman, Mrs. Hopkins, Mr. Karraker, Mr. Trees; no, none; absent, Br. Barrett, Mr. Horner, Dr. Meyer, Mr. Williams. DEATH BENEFIT PROFESSOR N. A. WESTON (6) A report of the death on November 29, 1933, of Dr. N. A. Weston, P r o fessor of Economics, who has served on the faculty since September 1, 1893. The Comptroller has paid his designated beneficiary the sum of $2,780, which was the death benefit payable under the rules of the Board and the terms of his employment. On motion of Mr. Barr, this action was approved. ASSIGNMENT OF DR. DAVID KINLEY TO ACADEMIC DUTY (7) A report that Dr. David Kinley, President and Professor of Economics, Eineritus, has been asked to return to active duty to the extent of conducting the graduate courses in economics formerly taught by the late Professor N. A. Weston, until the department can make other provision for such work. This arrangement was made in accordance with the rules of the Board which provide for the recall of retired members of the staff to active service, and I request confirmation of my action. On motion of Mr. Armstrong, this action was confirmed. LEAVE OF ABSENCE FOR PROFESSOR WALTER L. ROOSA (8) A recommendation from the Dean of the College of Fine and Applied Arts and the Director of the School of Music that Assistant Professor Walter L. Roosa of the School of Music be given sabbatical leave of absence on onehalf pay, under the rules, for one year beginning September 1, 1934. This will involve no additional expense to the University as his work will be carried on at a cost not to exceed the other one-half of his salary. I concur in this recommendation. On motion of Mrs. Hopkins, this leave was granted. LEAVE OF ABSENCE FOR PROFESSOR ALBERT B A C H E M (9) A recommendation from the Dean of the College of Medicine, that Dr. Albert Bachem, Professor of Bio-Physics, be given sabbatical leave of absence on one-half pay for six months beginning February 1, 1934. This will involve no additional expense to the University, as the department will arrange to
