Memorandum Concerning the Budget for 1933-1934 The estimated income available for the 1933-34 budget, excluding income whict. can be used only for restricted purposes, is $4,874451. This sum is made up of the estimated income from student fees, departmental sales, certain federal aid for general purposes, and the state appropriation to the University for the year. Included in the latter figure is the sum of $100,000 which is available only with the approval of the Governor. The budget of salaries and expense as prepared calls for the expenditure from general income of $4,859,523, thus leaving an unappropriated balance for reserve and contingencies of only $14,028. To this sum may be added a balance of about $75,000 in our general funds on June 30, making a total reserve of about $90,000. As compared with the budget for similar purposes for the year 1932-33, the present budget represents a decrease of $612,666 or U.2%. Salaries, with a few exceptions based on special reasons are reduced in accordance with the plan already adopted by the Board effective July I, 1933. Provisions for wages of employees without formal appointments are also reduced in the same manner. Provision is made in the budget for headships of the following departments which are now organized on a temporary basis in this respect: Physiology, Sociology, and Agricultural Economics. Nominations for these places will be submitted later if and when suitable candidates can be found. An appropriation of $2,500 is provided for the initial expense incident to the inauguration of work in University extension. The following items which in the past have been met out of the Reserve and Contingent Fund, are included in the budget: Expense of McKinley Hospital in excess of receipts... .$10 000 Death benefits based on the average cost of this item in past years IO 000 Provision is made, at a cost of approximately $3,000, for carrying on the survey started this spring of the curricula and teaching load of departments with a view to locating further opportunities for economy or improvement. Savings will probably be made in some items in the salary budget, but it should be recognized that the expense and equipment budget is on a very close basis and may prove to be insufficient if prices advance materially, enrollment increases, or emergencies arise. Explanatory Notes Departmental appropriations are made under the captions "Salaries and Wages" and "Expense and Equipment." Unless otherwise indicated, no transfers may be made between these appropriation captions except with the approval of the President of the University, except that adjustments may be made between the "Wage" provisions and "Expense and Equipment" upon written request to the Comptroller. Appropriations for salaries are available for the term indicated in each case but not for more than one year from September 1. All balances remaining at the end of the term indicated or at August 31, lapse on those dates. Funds appropriated for positions in the salary budget which are not yet filled may, pending regular appointments, be drawn against for services of employees temporarily engaged to do the work contemplated by the position. When appointments are made at salary rates less than the amounts provided in the budget, the unused balance will lapse at that time. Appropriations for Expense and Equipment are available for one year beginning July 1 and ending June 30. These appropriations are based on an estimated distribution of expenditures according to the various budget classifications of "Office Expense, Travel, etc." Expenditures should be made in approximate accord with that distribution, material departure from which should be reported in advance to the Dean or Director or other officer concerned, and to the Comptroller. All unencumbered balances in these appropriations lapse June 30.
