BOAKD OF TRUSTEES AMENDMENT T O ARTICLE V I , SECTION 4 , O F BY-LAWS OF T H E BOARD

The Secretary presented the following draft of an amendment to the By-Laws of the Board. Amend Section 4 of Article VI of the By-Laws of the Board of Trustees in the second paragraph, which reads: "Such bond shall be in such amount as the Board may require from time to time, but not for less than one million dollars." to read: "Such bond shall be in such amount as the Board may require from time to time, but not for less than five hundred thousand dollars." On motion of Mr. Barr, this amendment was adopted.

MATTERS PRESENTED BY PRESIDENT CHASE

The Board considered the following matters presented by the President of the University.

DEGREES TO BE CONFERRED I N AUGUST

(1) A recommendation that the Acting President be authorized to confer degrees in August at the end of the Summer Session on such candidates as may be duly qualified and have been recommended by the University Senate. On motion of Mr. Barr, this authority was granted.

SENATE J O I N T RESOLUTION NO. 3 6

(2) The following resolution, offered by Senator Harry C. Stuttle and adopted by the State Senate on June 29, 1933: WHEREAS: The General Assembly of the State of Illinois has again enacted the biennial appropriation bill, providing for the maintenance and operation of the University of Illinois, without reduction in the amount requested by the Board of Trustees of the University of Illinois; and WHEREAS: The Board of Trustees has fully and generously cooperated with this administration in its efforts to reduce public expenditure and requested and received an appropriation 31% less than the General Assembly made to it in 1931; now, therefore, be it RESOLVED BY T H E SENATE OF THE FIFTY-EIGHTH GENERAL ASSEMBLY OF T H E STATE OF ILLINOIS, T H E HOUSE CONCURRING HEREIN: That we express our appreciation of the record of the Board of Trustees of the University of Illinois as the elective agency charged with the duty of administering the State University, and commend it for its conscientious care in the preparation of its budgets and for the efficient manner in which the University is operated; and, be it further RESOLVED, That the maintaining of high research and educational standards at the University of Illinois should be among the first concerns of our people and to this end we urge generous support in the future of this institution so that the reductions in salaries and operating costs, voluntarily made by the Board of Trustees because of the present economic emergency, may not result in lasting injury to the University and lessened opportunity to continue to serve the State; and be it further RESOLVED, That this resolution be spread upon the journal of the Senate and House and a copy forwarded to the Secretary of the Board of Trustees of the University of Illinois. This report was received for record. The matter of economy was discussed; and it was the conclusion of the Board that the University should continue its policy of effecting every possible economy.
