D E P O S I T O F UNIVERSITY F U N D S IN STATE TREASURY (6) There are before the General Assembly of Illinois two bills providing that the gross amount of money received by the University of Illinois from whatever source be paid into the State Treasury, viz. House Bill 828, the effect of which is to transfer all funds, trust and otherwise, to the State Treasury and to place University finances under the jurisdiction of the State Auditor of Public Accounts by making the University subject to "An Act in relation to the payment of the public money of the State into the state treasury," approved June 9, 1911, as amended. House Bill 1062, which provides that the gross amount of money received from whatever source other than from endowment or trust or from federal aid, belonging to or for the use of the State, including amounts derived from tuition, student fees, operation of dormitories, farms and stores, shall be paid into the State treasury, and shall be placed in a special fund known as the "University of Illinois revolving fund." This bill provides that the General Assembly shail from time to time make appropriations from this fund for the support, operation, and improvement of the University. This bill amends "An Act in relation to State finance," approved June 10, 1919, as amended, but does not in any way subject the University to the control of any elected or appointed State official aside from the provisions, conditions, and limitations of the law which apply to all other State appropriations made to the University. House Bill 828 was considered by the House Committee on Revenue on May 24, at which time representatives of the University explained the objections to the bill. T h e Committee reported the bill out with a recommendation that it do not pass, but the House of Representatives non-concurred in the Committee's recommendation and placed the bill upon the calendar. In order to clarify the situation the following proposals are being submitted: 1. House Bill 828 will be stricken from the calendar and not allowed to pass. 2. House Bill 1062 will be so amended as to leave a working cash fund with the University treasurer of not less than $100,000. 3. Senate Bill 569, the University's appropriation bill, will be amended by a section appropriating to the University the full amount of fees and other income which, under the provisions of House Bill 1062, the University will be required to deposit in the State Treasury. The fundamental objections to House Bill 828 have been removed by these proposals and the only effect of such legislation will be to substitute the State treasury for the University treasurer as custodian of a part of the University's funds, and the control of the purposes for which such funds may be expended remains in the Board as heretofore. President Barrett later appointed M r . Barr, M r . Williams, M r . Trees, and Mrs. Hopkins to serve with him on this committee.
