492 board of trustees [December 15 MATTERS PRESENTED BY PRESIDENT CHASE The Board considered the following matters presented by the President of the University. APPROPRIATION FOR DEATH BENEFIT IN CASE OF J. D. V A N C L E A V E (1) A recommendation that an appropriation of $842.25 be made from the Reserve and Contingent Fund for a death benefit payable in the case of J. D. Van Cleave, who was employed as a laborer in the Physical Plant Division from December u , 1920, until his death on November 24, 1931, and that the Comptroller be authorized to make this payment to his designated beneficiary. On motion of Mr. Williams, this appropriation was made and the p a y m e n t w a s authorized, b y the following vote: A y e , M r . Armstrong, M r . Barrett, M r s . Grigsby, M r s . APPROPRIATION FOR ARCHEOLOC3ICAL EXPLORATIONS (2) A recommendation that an appropriation of $1 ,ooo be made from the Reserve and Contingent Fund to supplement appropriations already made for archeological explorations during the year. These additional funds are needed to cover the cost of completing certain explorations of mounds on the Powell farm near St. Louis from October 1 to November 12, which I authorized at that time. O n motion of M r s . Grigsby, this appropriation w a s m a d e , b y the following vote: A y e , M r . Armstrong, M r . Barrett, M r s . Grigsby, M r s . Hopkins, D r . Noble, M r . APPROPRIATION FOR COLLEGE OF AGRICULTURE AND EXPERIMENT STATION (3) A recommendation that a special non-recurring appropriation of $12,200 be made from the Reserve and Contingent Fund to the College of Agriculture and Agricultural Experiment Station for the year 1931-32. On motion of Mr. Williams, this appropriation was made, by the following vote: A y e , M r . Armstrong, M r . Barrett, M r s . Grigsby, Mrs. Hopkins, Dr. Noble, M r . Williams; no, none; absent, M r . Barr, M r . Blair, M r . E m m e r s o n , M r s . Evans, M r . Trees. RETIREMENT OF W. S. GOODSPEED. MECHANICIAN IN THE DEPARTMENT OF ELECTRICAL ENGINEERING (4) A recommendation that Mr. W . S. Goodspeed, mechanician in the Department of Electrical Engineering, be retired under the rules of the Board of Trustees, beginning January I, 1932, and that he be paid aretiringallowance of $973 per year. I also recommend that he be given sick leave of absence with full pay from December 9 to December 31, 1931. Mr. Goodspeed has been continuously employed in that Department for over twenty-six years. His physical condition is such that he has been unable to work since November 9, 1931. Sick leave and vacation allowances to which he is entitled have carried him on full pay to December 9. The additional leave of twenty-one days is recommended in view of his long service. Mr. Goodspeed is past sixty-seven years of age. The regulations of the Board permit retirement any time after a member of the staff reaches the age of sixty-five in exceptional cases and for substantial cause. O n motion of M r . Barrett, this recommendation w a s approved. APPOINTMENT OF SANITARY ENGINEER (5) A report of the appointment of Mr. Herbert L. White of Urbana, Assistant Engineer on the State Water Survey Staff, as Sanitary Engineer in the office of the Supervising Architect at a salary of $3,600 a year beginning January I, 1932. On motion of Mr. Williams, this appointment was approved.
