378 BOARD OF TRUSTEES [June 26 The Supervising Architect was instructed to secure a proposal from Granger and Bollenbacher, for presentation to the Board or to the Executive Committee. At this point, M r . Barrett withdrew. MR. ARMSTRONG DESIGNATED TO ACT AS PRESIDENT PRO T E M P O R E Mr. Barr stated that he might be out of the country during July and August, and requested that a member of the Board be designated to act as President of the Board during his absence. O n motion of Dr. Noble, the following resolution was adopted: W H E R E A S , George A. Barr, President of the Board of Trustees, has signified his intention to be absent from his office and from the State during July and August, 1931, B E I T R E S O L V E D , that J. W . Armstrong, a duly elected and qualified member of this Board of Trustees, be, and he is hereby, appointed to act as President of this Board during the absence, if he is absent, of George A. Barr from the State in July and August, 1931, with full power to do all things pertaining to the business of the University which the said George A. Barr as President of the Board m a y now lawfully do. PANHANDLE-ILLINOIS PIPE LINE Mr. Armstrong, for the Committee on Buildings and Grounds, presented a recommendation that the following resolution be adopted. O n motion of Mr. Armstrong, the resolution was adopted. WHEREAS, the Panhandle-Illinois Pipe Line Company has applied to the Board of Trustees for permission to lay natural gas pipe line across the South Farm in order to bring natural gas to the community of Champaign-Urbana, NOW, THEREFORE, B E IT RESOLVED: That the Board of Trustees o f the University of Illinois hereby gives a license to the Panhandle-Illinois Pipe Line Company, a corporation, its successors and assigns, to lay a natural gas pipe line underground across the South Farm along First Street as extended south of the corporate limits of the City of Champaign and terminating at a meter house to be located on land belonging to the University approximately opposite a school house on South First Street, or on such site as shall be approved by the members of the Committee on Buildings and Grounds. This license includes the right, privilege and authority to construct, operate, and maintain a pipe line across the South Farm and a meter house in such a manner as is reasonably calculated to enable the said corporation to conduct natural gas to the community of Champaign-Urbana; the place where such pipe line shall be laid and the manner of laying the same, and the plans of the meter house, shall be subject to the approval and supervision of the Committee on Buildings and Grounds; the meter house, the place and method of construction and the laying of the pipe shall not interfere with the reasonable and necessary use of the South Farm or of any University property for educational purposes; B E I T F U R T H E R R E S O L V E D : That the foregoing and within license is granted to the Panhandle-Illinois Pipe Line Company, a corporation, on the express condition and understanding that the said pipe line and meter house will be moved and the location thereof changed by the corporation aforesaid whenever, in the judgment of Board, the interests of the University of Illinois shall require such change, and twelve months notice to do so shall be given the Panhandle-Illinois Pipe Line Company. Such change in the location of the pipe line and meter house shall be effected at the expense of the Panhandle-Illinois Pipe Line Company, and shall, if feasible or possible, be to another location upon the South Farm. If the licensee disregard a removal notice duly given, the pipe line and meter house m a y be removed by the licensor at the expense of the licensee.
