The Supervising Architect recommends that the contract be awarded to Babcock & Wilcox Company on the basis of their bid of $11,471.00, because of the higher quality of their equipment and because there is an advantage in having this firm, which manufactured the present boilers, do the work to centralize the responsibility for the results. The recommendation was concurred in by Professors Leutwiler, Poison, and Kratz of the Department of Mechanical Engineering, letters from all of w h o m were submitted with the recommendation. It will also be necessary to purchase fans at an estimated cost of $2,500.00, and to erect a new stack at an estimated cost of $12,000.00. Bids on the fans and stack will be submitted later. The Supervising Architect requests action on these by the Executive Committee when the bids are in. In connection with these proposals the Comptroller submits a request for authority to purchase 290 boiler tubes from Joseph T. Ryerson and Sons at a price of $1,616.63. Quotations on this material were secured from the Purchasing Agent and the Ryerson Company is one of two low bidders. Provision for this purchase is made in the State Appropriation for the Boiler House. I concur in the recommendations with reference to the award of the contracts, and recommend that the purchase of the boiler tubes be authorized, and submit the report of the other work for record. O n motion of M r . Fisher, the contract for setting the boilers w a s a w a r d e d to the lowest bidders, the O . H . W a r w i c k Co., as recommended. O n motion of D r . Noble, the contract for stokers w a s a w a r d e d to the B a b c o c k & Wilcox Co., the highest bidders, as r e c o m m e n d e d . O n motion of M r . A r m s t r o n g , the purchase of boiler tubes w a s authorized as r e c o m m e n d e d . M r . Fisher requested to b e recorded as not voting o n this motion.
