Board of Trustees; and that the president of the University be authorized, in accord with the needs of the University and the equitable interests involved, and within total income as it accrues to make such adjustments in items included in the budget as are needed, such adjustments to be covered in periodic reports to the Board of Trustees. Dr. Bazzani summarized this for the board noting that the budget was up 2.97 percent over last year, that 40 percent of it comes from State tax dollars and 7.9 percent of it comes from student tuition dollars. Dr. Bazzani also pointed out that the budget was primarily obligated to salaries and that any future cutbacks would be difficult to handle. Mrs. Shepherd, Mrs. Gravenhorst, and Mr. Hahn all cautioned about the need for contingency plans in case the current State surcharge, which amounts to $32 million in the University's budget, is cut or the Federal budget cuts University programs. O n m o t i o n of Mr. Wolff, this r e c o m m e n d a t i o n was a p p r o v e d a n d a u t h o r i t y was given as r e c o m m e n d e d by t h e following vote: Aye, Dr. Bacon, Mr. Boyle, Mrs. Calder, Mr. Grabowski, Mrs. G r a v e n h o r s t , Mr. H a h n , Ms. Reese, Mrs. S h e p h e r d , Mr. Wolff; n o , n o n e ; absent, G o v e r n o r Thompson. ( T h e student advisory vote was: Aye, Mr. Forbes, Ms. Kelly; n o , none.) By consensus, t h e b o a r d a g r e e d that o n e vote would b e taken a n d c o n s i d e r e d t h e vote o n each a g e n d a item nos. 4 t h r o u g h 12 inclusive. T h e r e c o m m e n d a t i o n s were individually discussed b u t acted u p o n at o n e time. ( T h e r e c o r d of b o a r d action appears at t h e e n d of each item.) Award of Certified Public Accountant Certificates (4) T h e Committee on Accountancy recommends that the certificate of certified public accountant be awarded under Section 5 of the Illinois Public Accounting Act of 1983 to 21 candidates who have presented evidence that they are holders of valid and unrevoked certified public accountant certificates obtained by passing the uniform written examination in another state or territory of the United States and who qualify in all other respects under this provision of the law. T h e names of the candidates are filed with the secretary. I concur in this recommendation. O n m o t i o n of Ms. Reese, these certificates were a w a r d e d . Advisory Council, College of Commerce and Business Administration, Urbana (5) T h e chancellor at Urbana, on the advice of the dean of the College of Commerce and Business Administration, has recommended the following new appointments and reappointments to the Advisory Council for the college, the terms to expire at the times indicated.
