BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY President Ikenberry recognized and introduced observers from campus senates and from the University Senates Conference. 1 Report, Urbana-Champaign Senate Council T h e president then t u r n e d to Professor Emily S. Watts and asked h e r to present the annual r e p o r t of the Urbana Senate Council. T h e president mentioned h e r e that the board would be receiving m o r e reports on academic governance in the future. Professor Watts then reviewed the annual report with the board. She was joined by Wesley D. Seitz, professor of agricultural economics, Urbana-Champaign campus, who presented a part of the r e p o r t and concluded that the year just passed had been a good and productive period for the senate and that t h e r e was general feeling that the senate was working well. President's Report on Enrollment President Ikenberry then r e p o r t e d on enrollment trends and revenue forecasts for the current academic year and for next year, making special reference to the budget document before the board for the 1992 fiscal year. H e expressed the view that tuition revenues will be constrained d u r i n g the 1990s and that not a great a m o u n t of Federal support is expected. T h e president assured the board that the University would work aggressively to seek Federal funds, private and State funds but that the revenue challenges are difficult ones. H e told the board that the University is looking at expenditure control in all areas as well. H e indicated that he wanted the University of Illinois to do those things it does superbly and stressed that we need to focus our efforts on our unique contributions. OLD AND NEW BUSINESS Report on IBHE Meeting, September 4, 1990 Mrs. Gravenhorst reported that at this meeting a report on undergraduate education was discussed as well as a proposal for N o r t h e r n Illinois University to establish a campus in Rockford. She indicated that a suggestion was made that such a campus might be located on property to be shared with the University of Illinois. Request for Special Report on Energy Independence for Century Three Mr. H a h n briefly presented the issue of national energy dependence and alternative sources of energy, particularly in light of the conflict in
