r e p o r t e d on the p r o c e d u r e for readmission for these students. H e also indicated that t h e r e would be a salute to these students at the first football game this fall at the U r b a n a campus. Chancellor Stukel stated that at the Chicago campus there would be a tree planted and a plaque dedicated to these students on the Chicago campus. Also, t h e r e would be special efforts made to smooth the readmission of these students. Management of Allerton House President Wolff asked Chancellor Weir about the d e p a r t u r e of staff from m a n a g e m e n t positions at Allerton. Dr. Weir outlined some of the difficulties at Allerton House and reviewed the actions that have been taken. EXECUTIVE SESSION ADJOURNED T h e r e being no further business, the executive session adjourned at 9:30 a.m. for a meeting of the Academic Affairs Committee. 1 BOARD MEETING AS A COMMITTEE OF THE WHOLE Beginning at 11 a.m., the board met as a Committee of the Whole to receive a presentation regarding p r o c u r e m e n t procedures at the University. This was a detailed description of purchasing as a highly regulated process carried out in both a centralized and decentralized m a n n e r at the University. A copy of the background materials is filed with the secretary of the board. MINUTES APPROVED T h e secretary presented for approval the press proof of the minutes of the Board of Trustees meeting of October 11, 1990, copies of which had previously been sent to the board. O n motion of Mrs. Gravenhorst, these minutes were approved. BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY President Ikenberry recognized and introduced observers from the campus senates and from the University Senates Conference. 2 T h e president then asked Chancellor Weir to comment on a variety of publications from the U r b a n a campus that had been distributed to the b o a r d at the table. Copies of these are filed with the secretary. President Ikenberry then r e p o r t e d on his testimony to the Illinois Senate Appropriations Committee, noting that he was cordially received and that the session went well. H e also noted that the financial situation
