provide that transfers of funds may be made among certain regular operating appropriations and grants during the course of the fiscal year. Upon initiation and approval by the University, an appropriation transfer authorization request is submitted to the governor through the IBHE. T h e table below details the appropriation transfers by fund and line item necessary to fund the emergency costs. T h e vice president for business and finance has recommended that these changes in line item appropriations be made so that the University is in a position to cover the emergency funding requirements outlined above from existing appropriations if that course of action is supported by the IBHE and the governor. If supplemental appropriations are received to cover these emergencies, this realignment of appropriations will not affect the University's plan to lapse one percent of its FY 1991 appropriation. I recommend approval. ( T h e student advisory vote was: Aye, Mr. Forbes; absent, Ms. Kelly.) Comptroller's Monthly Report of Contracts Executed (36) T h e comptroller submitted the April 1991 report of contracts. T h e report included contractual agreements for payments to the University and contracts in amounts up to $50,000, to be paid by the University. A copy of this report is filed with the secretary. T h i s r e p o r t was received for record. Comptroller's Report of Investment Transactions through March 15, 1991 (37) T h e comptroller presented the above report which includes transactions under Finance and Audit Committee guidelines and transactions under the comptroller's authority.
