Not to mention membership on other committees, he was for two years chairman of the. Finance Committee, and for the last four years of his term was a member of the Committee on Buildings and Grounds—chairman for 1895—and it was during these years that appropriations were secured: and plans perfected for two important buildings and the buildings erected— the Library and the College of Engineering. In 1903 the University conferred upon Colonel Morgan the degree of Doctor of Engineering, honoris causa.

For faithful and valuable service rendered the University of Illinois these men should be held in grateful remembrance by all her friends.

On the invitation of Dean Goss, presented by President James^ the board adjourned to Engineering -Hall, and inspected the rooms of the department of architecture, especially the drawing rooms and the Architectural Library. , , , Superintendent Blair joined the board a t this point. . After the inspection Dean Goss presented to the board the needs of the College of Engineering - for the .coming biennium. The board then returned to the Trustees 5 Boom, where Dean Davenport presented. the needs of the College of Agriculture. The board adjourned to meet in the same place at 2:00 p. m.

President James presented a number of members of the faculty, who spoke to the board of the needs of their respective departments for maintenance and extension for the two years to come. Dean Townsend spoke for the College of Science; Professor Noyes for the department of chemistry; Professor Bartow for the Water^ Survey; Professor Bleininger for the department of ceramics; Dean Goss in brief explanation of certain points in his address at the morning session; Dean Green for the College of Literature and A r t s ; Director Bagley for the School of Education; Vice President Burrill for the work in bacteriology; Dean Kinley for the courses in commerce and for the Graduate School; Librarian Windsor i o r the Library; and Dean H a r k e r for the College of Law.
