SWE - Original Submission for RSO Status and First UIUC Section Bylaws

While the UIUC SWE section was chartered by SWE National in February 1960, it was not yet recognized by the University as an RSO and had to draft governing bylaws before it could file for RSO status.  This submission includes the very first bylaws of our section.
