BOARD OF TRUSTEES MINUTES APPROVED

The Secretary presented the minutes of the meeting of January 25> 1947On motion of Mr. McKelvey, the minutes were approved as printed on pages 215 to 252 above.

MATTERS PRESENTED BY PRESIDENT STODDARD

T h e Board considered the following matters presented by the President of the University.

BEQUEST OF JOHN A. FAIRLIE (1) T h e late Dr. John A. Fairlie, Professor of Political Science, Emeritus, died on J a n u a r y 23, 1947, included the following bequest in his will:

I give and bequeath unto the University of Illinois, a public corporation of the State of Illinois, with its principal offices in the city of Urbana, Champaign County, Illinois, the sum of Twenty Thousand ($20,000.00) Dollars, the income from which shall be used under such rules and regulations as may be determined and promulgated by the said University of Illinois for the maintenance of a graduate fellowship in political science at said University of Illinois. Professor Fairlie was one of the distinguished members of the University of Illinois faculty. His active service covered a period of 32 years from 1909 when he joined the faculty until 1941 when he retired. Many alumni of the University who had the privilege of studying under Doctor Fairlie will long remember him as a great teacher and scholar. I am sure we are all deeply grateful for his generous gift which will be instrumental in stimulating and rewarding scholarship in a very important field. O n m o t i o n of D r . M e y e r , t h i s b e q u e s t w a s a c c e p t e d , f o r t h e p u r poses stated by the donor. SUPPLEMENTARY EMERGENCY STATE APPROPRIATIONS FOR 1 9 4 5 - 1 9 4 7 (2) T h e 65th General Assembly has passed and it is expected that the Governor shortly will approve Senate Bill 17 making supplementary emergency appropriations to the University for the current biennium totaling $9,903,146, of which $5i933,9°6 will come from State tax funds and $3,969,150 from University income. These appropriations are for the following purposes: 1. Chicago Undergraduate Division at Navy Pier, covering the budget approved by the Board of Trustees on September 24, 1946 (Minutes, page 4 3 ) . . . . . . . $3 554 178 2. Galesburg Undergraduate Division at Mayo General Hospital, covering budget approved by the Board of Trustees on January 25, 1947 (Minutes, page 220) 1 916 818 3. Auxiliary activities (food service and housing) at the Chicago and Galesburg Undergraduate Divisions (income only) 1 432 150 4. Increase in University income allowed for in internal budget for 1946-1947 of Urbana-Champaign and Chicago Professional Colleges 1 500 000 5. Supplementary appropriation for increased operating costs in U r bana-Champaign and Chicago Professional Colleges 1 500 000 Grand Total $9 903 146 Of the above items, the entire amount has been appropriated by the Board, or is related to self-supporting auxiliary activities, except the last item of $1,500,000. This is an additional appropriation from tax funds not yet appropriated by the Board or committed in any manner. It is based on the action of the Board of Trustees, March 9, 1946 (Minutes, page 1028), to be used for the following purposes: ( a ) Staff additions $125 000 (b) Salary adjustments (academic and nonacademic) 800 000 (c) Supplies, equipment, operation, maintenance, and replacement 575 000 T h e first item is required to provide for services through the second se-
