On motion of Mr. Armstrong, this recommendation was approved and the appropriation was made by the following vote: Aye, Mr. Armstrong, Mrs. Blake, Mrs. Busey, Mrs. Evans, Mrs. Grigsby, Mr. Noble, Mr. Trees; no, none; absent, Mr. Blair, Mrs. lckes, Mr. Small, Mr. Trimble. APPOINTMENT OF WALTER F. DODD TO BOARD OF EXAMINERS IN A C C O U N T A N C Y (n) On the advice of the Committee on Accountancy, I recommend the appointment of Walter F. Dodd, of the firm of Dodd, Matheny, Wham, & Edmunds, of Chicago, as a member of the Board of Examiners in Accountancy, to succeed Mr. Harry Dunbaugh, whose term expires June 30, 1924. O n motion of M r s . Grigsby, this appointment was made. EXTENSION OF LEAVE OF ABSENCE FOR MR. VANIMAN (12) On request of the Illinois Agricultural Association, Dean Mumford recommends, and I concur, that the three months' leave of absence which the Board of Trustees granted Mr. Vernon Vaniman. Assistant State Leader of Farm Advisers, be continued, without pay, until such time as he returns to take up his work with the Extension Service. O n motion of M r s . Busey, this leave w a s granted.

AMENDMENT TO REGULATIONS FOR OVERSEAS SOLDIERS' LOAN FUND

(13) On March 15, 1919, the Board accepted a gift from an unknown donor through her attorney and bankers of $1000 to establish the first fund for overseas soldiers (page 273, March, 1919). The donor wishes to add to the original instructions dated February 12, 1919, the following amendment: At this date, June 3rd, 1924,fiveyears since the World War, very few, i f any, of the soldiers, sailors, or marines for whom this fund was intended are now appearing at the University of Illinois, for which reason, and at the suggestion of others, the donor has decided to broaden the usefulness of said fund as indicated below. That in case the soldiers, sailors, and marines who were in actual warfare in Europe and adjoining waters during the years 1917 and 1918 should not appear in sufficient numbers to borrow the amount of this fund, then may the descendants of World War soldiers, sailors, or marines referred to above, or the descendants of Union soldiers who were engaged in the Civil War during the years 1861 to 1865 or were confined in Southern prisons during said war, or the descendants of soldiers, sailors, or marines who left the shores of the United States to take part in the War with Spain in 1898, or the soldiers, sailors, or marines, or descendants of the soldiers, sailors, or marines, of the United States taking part in any future wars in which the United States may hereafter be engaged, apply for loans from such fund, and i such applicants shall make satisfactory proof to the f Loan Fund Committee of the University of Illinois, they may borrow from said fund as follows: the minimum loan shall be Twenty Dollars ($20) to each person, and the maximum loan to each person shall be One Hundred Dollars ($100). The maximum time for which a loan shall be made hereunder shall be four years and the rate of interest on all loans shall be four per cent per annum. After the expiration of the twentieth century this fund shall be available to any student, of good moral character, at said University, to help them in the years of their school work as already noted in the original directions heretofore filed, and dated February 12, 1919, upon the terms mentioned above, P R O V I D E D that soldiers, sailors, and marines who have been engaged or may hereafter be engaged in actual warfare in the army, navy, or marine corps of the United States, or their descendants, shall at all times have the preference.
