Babcock (Counselor) UNITED STATES VETERANS BUREAU PROPOSAL FOR INSTRUCTION Chicago, Illinois February 1, 1923 To the Director, United States Veterans Bureau, Washington, D. C. First. The undersigned, T H E B O A R D O F T R U S T E E S O F T H E UNIV E R S I T Y O F ILLINOIS of U R B A N A , ILLINOIS, subject to the terms and conditions hereinafter prescribed, hereby offers to accept, up to the limit of its capacity, during the period February 1, 1923, to June 30, 1923, inclusive, for instruction in courses approved by the institution and the United States Veterans Bureau, persons entitled to training under the Vocational Rehabilitation Act designated by the United States Veterans Bureau, and to furnish instruction to such persons in the course or courses and at the charges set forth in paragraph 3 hereof, which charges are not in excess of those paid by other students in this institution taking the same instruction. Second. That, for and in consideration of the faithful performance of the stipulations to be performed by the institution, the United States Veterans Bureau will pay, upon presentation of properly prepared and approved vouchers, the charges prescribed in paragraph 3 hereof. Third. The instruction proposed to be given will be in the course or courses and at the charges prescribed below: This institution will give Special Field Instruction in Agriculture to designated trainees of the Bureau who are taking either project or placement training in the State of Illinois. It is understood that the institution will, when given notice in writing by the Bureau that trainees can be organized into a group for the purpose of instruction, at once investigate and notify the Bureau in writing whether or not the proposed group training is practical. These groups are to be arranged according to accessibilityforinstruction and uniformity of job objectives. The total number of trainees for one instructor not to exceed twenty-four. It is understood that the courses outlined and the frequency and length of lessons shall be such as are satisfactory to the District Manager. The instructors shall make such reports as are requested by the District Manager. When the number of trainees enrolled in any such group on thefifteenthday of any calendar month is not less than eighteen nor more than twenty-four the rate will be $25.00 per month per person. When a number of trainees enrolled in any group on thefifteenthday of any calendar month is not more than seventeen, the rate will be $32.00 per month per person. It is further understood and agreed that in the event that the number of students enrolled in a given group shall fall below 11 the institution may discontinue such course at option by written notice to the Bureau or may continue instruction at the rate per student per month herein specified for an enrollment of from one to seventeen, i.e., $32.00 per student per month.
