Pillsbury, Secretary of the Board oj Irustees of the University of Illinois, DEAR S I R : The following is a copy of part of the minutes of the meeting of the Board of Directors of the College of Physicians and Surgeons, of Chicago, held November 10,1900, relating to the authorization received by the Board of Directors from the Board of Trustees of the University of Illinois for the purchase of the West Division High School property. The part of the minutes in regard to this matter is as follows: " A communication was presented by the, President from the Board of Trustees of the University of Illinois authorizing the purchase of the West Division High School property as applied for by the College of Physicians and Surgeons. This communication was read and on motion and second was accepted and placed on file. On motion and second the Secretary was instructed to notify the Board of Trustees of the University of Illinois of the receipt of the approval given by the Board of Trustees to the application of the Board of Directors of the College of Physicians and Surgeons for authority under the contract with the University of Illinois to purchase the West Division High School property at a cost not to exceed $186,000.00. He was futher instructed to notify the Board of Trustees that the Board of Directors of the College of Physicians and Surgeons proposes to act upon the authorization." Yours truly,

lo the Board of Irustees. Your Committee appointed at the September meeting to consider and report upon applications to the next Legislature for University appropriations makes the following report: The University has many very urgent needs, but the one which is supreme has been occasioned by the destruction of the Wood Shons, Hydraulic Laboratory, Testing Laboratory, and Gymnasium, by fire, in June last. The complete destruction of the building which housed these different interests has made it necessary to abandon a considerable part of the University work for the present year. In the opinion of your Committee this fire loss should be made good by the Legislature immediately upon assembly. If this is done it is likely that the needs of the different departments referred to can be provided for by the opening of the University year in 1901, The Superintendent of Buildings and Grounds has made careful estimates of the amount of money needed to meet these needs, and advises us that $76,000.00 will suffice for the construction. This should be asked for as an emergency appropriation, and in the nope of securing it in time to finish construction by the first of September. To accomplish this it will be necessary to have the'plans go forward rapidly in anticipation of the appropriation. We recommend that immediately upon the assembling of the Legislature an application be made for an emergency appropriation of $76,000.00 to accomplish this purposed We have very carefully considered the financial conditions and pressing needs of the University.
