The experiment commenced in the spring, by which the Superintendent of the Central Heating Station was given charge of buildings, has proved even more satisfactory than was expected. Mr. Morrow has shown great ability and marked activity and faithfulness in the broader field. I therefore recommend that he be appointed Superintendent of Buildings, with the understanding that this carries with it the superintendency of the Heating Station and of everything except the grounds, and that his salary be $1,600 a year. Mr. Morrow has heretofore employed men in the Central Heating Station and has paid them by the hour instead oi by the day or month. He thinks the plan works well and saves much feeling among employes. He is anxious to extend the plan to the janitor force. While I have had some doubts about this plan, I am in favor of allowing him to try it, and I advise that his recommendations, contained in the two communications herewith transmitted, covering the employment of labor and repairs upon the plant, be carried out as approved by the Committee on Buildings and Grounds.

The question of wages of employes also needs consideration. The demand for labor has increased the price of same to such an extent that it is now practically impossible for us to secure good reliable men at the price we have been paying, as common labor is now worth from 15 to 20 cents an hour. In niy judgment the saving made in keeping competent help will more than overbalance a slight increase in wages. Therefore I respectfully ask to be allowed to employ all of our help by the hour. This would include the janitors, University police, and the employes of the power plant. From my previous experience in obtaining labor for the University, I believe that more satisfactory service can be obtained under such an arrangement. I would therefore recommend that I be authorized to make the following scale of wages:

The maximum prices are to be applied to the most competent help only. It is understood that in all cases the best help shall be secured at as low a price as possible, consistent with the character of the work to be performed. Respectfully submitted,
