lo the Board of Irustees: I have the honor of laying before the Board the following business: 1. In September last Mr. Albert Leroy Marsh, an assistant in the water survey, resigned and left us unexpectedly. Mr. Arthur Donaldson Emmett, a graduate of the class of 1901, was secured and has been at work since. I recommend that he be regularly appointed at $60 a month for 12 months in the year. 2. The Dean of the College of Agriculture has in letters to me expressed himself in favor of a somewhat decided advance in the price of milk sold by the University. It has seemed to me of doubtful advisability to take this step, or at least to make so much of an advance as has been named. There is perhaps more to be said upon the subject pro and con than would at first appear. I would advise that the Committee on Agriculture be empowered to inquire into the whole matter and settle it. 3. The University has heretofore made appropriations for supplying blank books for regular University examinations, and that policy has been followed for the last two or three years. Yet there has been no continuing rule upon the subject, and the question as to what examinations books shall be supplied comes up frequently, and the question as to how the expenses shall be met comes up periodically. Hence 1 recommend the adoption of the following: Besolved. That for the regular examinations at the end of each semester, for final examinations in courses continuing for less than a full semester, and for entrance examinations, the Business Manager shall furnish examination books. He shall give out such books upon the written request of the head of each University department, which request shall state the size and the exact number of books needed for each class in his department. Examination books for entrance examination shall be given out upon the request of the Registrar and the Principal of the Preparatory School. Books drawn and not used, if
