T h e estimates for May 1 to June 30 are $16,800, and total estimated receipts for the year, $108,370, an excess of $21,705 (estimated) over budget estimates. Ample resources, therefore, exist for the additional appropriation, which allows for a contingent sum of $4,885. T h e Dean of the College of Agriculture and the Comptroller recommend this appropriation, and I concur. The Comptroller presented this item. On motion of Mr. Nickell, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mr. Jensen, Mr. Livingston, Mr. McKelvey, Mr. Nickell; no, none; absent, Mr. Green, Mrs. Grigsby, Mr. Karraker, Dr. Luken, Dr. Meyer. REGULATIONS GOVERNING LYDIA E. PARKER BATES SCHOLARSHIPS IN FINE ARTS (8) T h e Board of Trustees on March 10, 1942, accepted a bequest from the late Lydia E. P a r k e r Bates of Maroa, Illinois, to establish a fund known as the "Lydia E. P a r k e r Bates Fund for the Advancement of Fine A r t s " (also see Board Minutes of April 22, 1942, page 846). Rules are now proposed by the Dean of the College of Fine and Applied Arts to govern the scholarships provided by the bequest. These rules meet with the approval of the University Counsel and the Comptroller, and I recommend their approval for the administration of these awards. R U L E S FOR AWARDING SCHOLARSHIPS Through a bequest of the late Lydia E. P a r k e r Bates of Maroa, Illinois, in 1942, the Board of Trustees of the University of Illinois has established the Lydia E. P a r k e r Bates Fund for the Advancement of Fine Arts. This fund makes possible grants-in-aid to students of Fine Arts, which are known as The Lydia E. Parker Bates Scholarships in Fine Arts. By specific stipulation of the donor these scholarships are not open to students of Music. 1. An applicant for a Lydia E. Parker Bates Scholarship must either ( a ) be able to satisfy in full the entrance requirements of the University for one of the following curricula: Art, Architecture, Architectural Engineering, and Landscape Architecture, or (b) be a student, undergraduate or graduate, in good standing, and seeking a degree in one of the above-named curricula. 2. T o be eligible for a scholarship the applicant shall present evidence of ( a ) promise in the particular field of Fine Arts in which he wishes to major, (b) a superior academic average to date, and (c) evidence of need of financial assistance. 3. These scholarships shall be awarded in varying amounts in reference to the financial need of the recipient to the extent that the income of the Fund makes possible. They shall be good for one year and may be renewed, provided the student shows continued promise of superior attainment in his field of study, maintains a record of good conduct, and continues in financial need. 4. Appointments of undergraduate students to these scholarships shall be made by the University Committee on Special Undergraduate Scholarships, on the recommendation of a Faculty Committee of the College of Fine and Applied Arts appointed by the Dean of the College of Fine and Applied Arts. Appointments of graduate students shall be made by the Dean of the Graduate School on recommendation of the Faculty Committee. Appointees are required to start on their scholarships not later than the beginning of the next regular University term after appointment. If unable to meet this requirement, appointees shall surrender all rights to the scholarships. 5. Appointments in the case of freshmen or transfer students will be made only after the applicant has been notified by the Registrar that he has been admitted to the University and to the curriculum in which he wishes to study. Applications for scholarships should be filed with the Dean of the College of Fine and Applied Arts, n o Architecture Building, Urbana, Illinois. On motion of Mr. Jensen, these rules were adopted as recommended.
